IW study confirms Ruhr region's top position in nationwide metropolitan region comparison
Ruhr Area, Essen, Baldeneysee, January 29, 2026. What every resident of the Ruhr area has long known is now official: The Ruhr area is the most livable metropolitan region in Germany. This is the conclusion of a recent study by the German Economic Institute (IW), commissioned by the Regional Association Ruhr (RVR). In a comparison of twelve German metropolitan regions, the conurbation in western Germany has thus surprisingly secured first place by a clear margin, relegating the Rhineland and the Rhine-Neckar region to second and third place, respectively. Even the major cities of Munich, Hamburg, and Berlin cannot compete with the Ruhr area's overall ranking.
The Ruhr region excels in key areas of life
The study is based on 23 indicators from the areas of family, housing, culture, leisure, transport, and services. The Ruhr region achieved the top position, ranking first, in 15 of these categories. RVR Regional Director Garrelt Duin sees this as clear confirmation of regional development: The Ruhr metropolis offers "everything that makes a location livable"—from affordable housing and good transport connections to short commutes and a diverse range of leisure and cultural activities. This makes the region equally attractive for families, skilled workers, students, and businesses.
Short distances thanks to polycentric structure
A key advantage of the Ruhr region is its polycentric settlement structure. Many city centers are located close together, which noticeably simplifies daily life. Families, in particular, benefit from the short distances: compared to the national average, they save around 26 minutes per day. The nearest elementary school is, on average, only a five-minute drive away. Daycare centers are reachable in about three minutes. Playgrounds are, on average, an eleven-minute walk away. This makes the Ruhr region, along with the Rhine-Neckar region, one of the most family-friendly areas in Germany.
Affordable housing as a strong argument
The region also performs well in terms of housing. While Central Germany leads the overall category, the Ruhr area achieves a solid third place. The comparatively low prices are particularly striking: the average rent is €8.30 per square meter – ranking third. Condominiums cost an average of €2,271 per square meter – ranking second. This makes the Ruhr area one of the few metropolitan regions where urban living and affordability still go hand in hand.
Top-level cultural and leisure offerings
The Ruhr region sets standards in the leisure and culture category. Its density of events, clubs, cinemas, museums, and opera houses is among the highest in Germany. In addition, it boasts a high proportion of sports, leisure, and recreational areas such as... BaldeneyseeWith 5.2 percent, the Ruhr region also leads all the metropolitan regions surveyed. The study thus confirms the changed image of a region that has undergone significant cultural and infrastructural development in recent years, a fact also reflected in the positive tourism trend for the Ruhr region – as reported by Baldeneysee.Ruhr.
